A water rights site that does not transfer the right.
An owner holding a decree and counsel reviewing a transfer are not the same visitor, and one contact form will mix them up. owners@ is for the person whose name is on the paper. counsel@ is for the lawyer reading priority, diversion, and the decree language. water@ can be the general commercial door. Owners and counsel use different doors
The owner with a decree is trying to reach someone who will look at that paper. owners@ is that door. Counsel reviewing a transfer is reading for priority, diversion points, and problems in the decree. counsel@ is that door. water@ can be the general commercial address for a party who is neither the owner nor the lawyer. One form with a single email field will scramble those roles. Build three.
Ask the owner form for the decree identifier the firm actually uses, the ditch or diversion name, and whether the writer is the owner. Ask the counsel form for the same identifier plus the question. Do not ask either form to attach a signed transfer, and do not present a submit button that says transfer the right. The button says send the note. Motus does not practice water law and does not move a right.
Priority and diversion belong in the note
Priority and diversion are the words the page should use if those are the words the desk uses. Define them only as labels for what to include in the email, not as a lesson in water law. A sentence can say name the priority and the diversion in the note to counsel@ or owners@. It should not explain who wins a dispute. That explanation would be legal advice, and Motus does not give it.
The decree is a document the owner or counsel already has. The page asks them to identify it. The page does not interpret it, quote it at length, or say the right is marketable. A homepage claim that rights are available is the sentence to delete. If the firm has a particular basin it discusses, the firm can name it. Motus will not add basins to make a directory.
A form never transfers the right
Put the refusal on the form itself. Submitting this form does not transfer a water right, does not change a decree, and does not notify a court or an agency. The person who needs a legal transfer needs counsel, and counsel@ is only an inbox at the firm, not a filing window. Motus will not e-sign a deed, a change application, or anything that looks like one.
water@ should be labeled so a desk-to-desk conversation, if the firm has those, does not land on the owner's desk by mistake. Say what water@ is for in the firm's words, kept short. Hours matter on all three addresses. A decree question on a Friday should show whether anyone reads mail before Monday. That fact is the firm's. The website's job is to stop hiding which door is which.
Authority fits a water rights desk that must show owners@, counsel@, and water@ as separate doors, because a contact form does not transfer a decree.
